There are a number of different people and teams that contribute to helping ensure your building and your PCC are well cared for and well advised on all matters relating to Church Building care.

The Church Buildings team are your first port of call for all things Church Building care related. They can provide initial advice on matters relating to the church building and churchyard, as well as the permission process.
DAC Secretary
Richard holds an MSc in Conservation of the Historic Environment, bringing a wide range of specialist knowledge in building conservation. Heading up the Church Buildings team, he supports parishes with the care of their buildings and is an approachable ‘middle-man’ between PCCs and the DAC Committee.

Sarah has a background in historic buildings conservation, and primarily works alongside Richard to support and advise parishes. She plays a key role in delivering training on Church Building Care and is a steady driving force within the team, keeping everything on track and moving forward.

Church Building Support Officer
Libby holds an MA degree in Cultural Heritage, bringing an understanding of conservation, but also heritage significance and cultural context, to the team. She assists parishes with applications, alongside providing advice and support on wider public engagement, including Church Building tourism.

The Winchester DAC is a statutory body which provides advice and guidance on the care of churches and churchyards.
It is responsible for considering all applications for repairs, re-orderings, or new works within churches of the diocese and is committed to enabling mission and outreach.

The Diocesan Registry facilitate the legal process of faculty applications and provide advice to support parishes and the Diocese.

The Chancellor has judicial oversight for the Faculty Jurisdiction process and makes the final determination on faculty applications.
The consistory court is the court of the bishop of each diocese, presided over by the Chancellor, and considers any application for faculty permission. Any matters for the attention of the Chancellor must be directed to the Diocesan Registry.
The Chancellor has various powers and duties under the Faculty Jurisdiction Rules 2015 and deals with all faculty matters except those delegated to the Archdeacon (List B).
All advice given throughout the process from the DAC and other external bodies is provided to the Chancellor who ultimately makes the decision on faculty applications.
